A. INSTRUCTIONS TO OFFERORS (Section L)

L.1 Proposal Submittal Instructions:
The following instructions are for the preparation and submission of proposals. The purpose of this section is to establish requirements for the format and content of proposals so proposals contain all essential information and can be evaluated equitably. Offerors are instructed to read the entire solicitation document, including all attachments in Section J, prior to submitting questions and/or preparing an offer. Omission of any information from the proposal submission requirements may result in rejection of the offer. The Government will not assume the Offeror possesses any capability, understanding, or commitment not demonstrated in the proposal; therefore, submissions should be sufficiently detailed to permit a complete and accurate evaluation. Clarity and responsiveness are of the utmost importance. The Offeror’s proposal shall be clear, concise, logically and cohesively organized, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. Offerors who fail to follow the solicitation instructions and/or provide all of the submission requirements by the due date and time may be determined non-compliant and, in that instance, the proposal will be rejected. The proposal must not merely repeat the solicitation requirements but rather must provide convincing documentary evidence in support of conclusive statements of how contract requirements will be met. Additionally, the Offeror shall provide a comprehensive list of technical assumptions, if any, used in the development of its proposal.
L.1.1 Proposal Submittal Requirements:
All proposals are due by the date and time stated on the SF 33. Proposals shall be valid through 31 December 2028.
All proposal volumes shall be submitted electronically. Electronic copies of each volume shall be submitted through the Solicitation Module of the PIEE suite at https://piee.eb.mil/. Proposals submitted by mail or hand-carried will not be evaluated. Proposals sent through proprietary or third-party File Transfer Protocol (FTP) sites or DoD Secure Access File Exchange (SAFE) will not be retrieved. It is the Offeror’s responsibility to confirm receipt of proposals. All proposals received after the exact date and time specified for receipt shall be treated as late submissions and will not be considered except under facts and circumstances allowed by the RFO FAR.
