140LL027Q0017 Solicitation Question and Answers

1. The RFQ includes FAR 52.222-41, but we could not find a wage determination in the two posted files. Please provide the wage determination that applies. Wage Determination 2015-5497 Revision 30 8/20/2026
2. The price line is one lump sum and says firm-fixed unit price. Page 10 also includes Alternate I of FAR 52.212-4. Should we bid one fixed total with a rate breakdown, or will payment be based on actual labor and equipment use?
Quotes shall be submitted as a firm-fixed unit price offer. Vendors shall provide a breakdown of pricing by unit that includes, at a minimum: Mobilization/demobilization (lump sum)
Labor categories and fixed hourly rates
Equipment types, quantities, and fixed unit rates
Any other cost elements (materials, disposal, travel, lodging, etc.) The total price shall be the sum of these elements. Payment will be based on the fixed unit rates proposed, applied to the actual quantities of labor and equipment used, up to the total amount of the offer. Vendors should propose realistic estimated quantities based on the site visit and SOW.
3. Page 2 says completion is 30 days after award. The SOW says 30 calendar days after notice to proceed. Which date starts the completion clock? The Notice to Proceed (NTP) will be issued no later than three (3) calendar days after award. The 30-calendar-day period of performance begins on the date of the NTP. 4. May a qualified remediation subcontractor attend the November 2 site visit on behalf of STRYKE?
Yes. A qualified remediation subcontractor may attend the site visit on behalf of the prospective offeror. The Government recommends that the individual attending be prepared to discuss the technical approach and site conditions. 5. Does the solicitation permit a prime contractor to coordinate qualified performing subcontractors, subject to applicable limitations on subcontracting?
