ATTACHMENT 5 – ORDERING GUIDE
Defense Counterintelligence and Security Agency (DCSA)
Personnel Vetting (PV) Fieldwork Services
1.0 GENERAL OVERVIEW AND PURPOSE
This Ordering Guide establishes the administrative framework, ordering mechanics, and operational rules governing task order issuance and workload management under this Indefinite-Delivery IndefiniteQuantity (IDIQ) contract. Due to the highly complex operational requirements of Personnel Vetting, the criticality of preserving a robust, capable industrial base, and the national security implications of a no-fail mission, DCSA is operating within a single-award IDIQ contracting environment. Under this program framework, each awarded contractor maintains an individual single-award IDIQ contract. Workload volume and task order scope are administered across parallel industrial base contractors using the transparent, performancebased points and workload share model defined herein. The purpose of this guide is to provide contractors and Government personnel with a clear, predictable, and standardized understanding of how workload and task orders are structured, funded, allocated, and executed over the contract ordering period.
2.0 CONTRACT TYPE AND STRUCTURE
Contract Vehicle: This is a single-award Firm-Fixed Unit-Price (FFUP) Indefinite-Delivery IndefiniteQuantity (IDIQ) contract. It operates within a coordinated multi-vendor industrial base structure wherein parallel single-award IDIQ contracts are maintained to ensure surge capacity, operational resiliency, and continuous mission readiness.
3.0 ROLES AND RESPONSIBILITIES
Ordering Authority: Ordering is centralized. Any warranted Contracting Officer within the Defense Counterintelligence and Security Agency (DCSA) may issue orders against this contract within their delegated warrant authority, provided the task order does not exceed the maximum ordering limitation identified in the base IDIQ.
When the Government anticipates a new product or policy change that impacts the level of effort under a current product, an authorized Contracting Officer will issue a written solicitation (either formal or informal) that includes a description of the updated requirement. Contracting Officer Responsibilities: It is the responsibility of the Ordering Contracting Officer to:
•
Comply with the ordering procedures set forth in Revolutionary Federal Acquisition Regulations (FAR) Overhaul (RFO) 16.507 and Defense FAR Supplement (DFARS) 216.507 (Class Deviation 2026-O0045);
•
Ensure full compliance with all applicable statutory and fiscal laws prior to issuing an order
