1. INTRODUCTION

This Quality Assurance Surveillance Plan (QASP) has been developed in accordance with Federal Acquisition Regulation (FAR) 46.4, Defense Federal Acquisition Regulation Supplement (DFARS) 246.4, and the requirements of Contract W58RGZ-26R-0017. This document establishes the systematic procedures and evaluation guidelines that the U.S. Army Aviation and Missile Command (AMCOM), Program Executive Office (PEO) Aviation, Apache Attack Helicopter Project Management Office (PM Apache), and assigned Contracting Officer’s Representatives (CORs) will employ in monitoring, inspecting, and evaluating Contractor Field Service Representative (CFSR) technical support services.
The QASP serves as a government-developed instrument ensuring that: (a) The Contractor executes all tasks in accordance with the Performance Work Statement (PWS).
(b) The Government achieves required sensor readiness and operational availability across fielded AH-64D/E Apache fleets worldwide.
(c) Defective or non-conforming services are promptly identified, documented, and corrected.
(d) The Government pays only for acceptable, conforming services delivered within established contract ceilings.

2. PURPOSE OF THE QASP

The purpose of this QASP is to provide a structured surveillance framework for Government representatives to administer the AH-64 Apache Sensor CFSR PWS. Specifically, this plan:
(a) Defines the performance objectives and specific work outputs evaluated under the contract.
(b) Establishes explicit Performance Standards and Acceptable Quality Levels (AQLs) aligned with Technical Exhibit A (Performance Requirements Summary) of the PWS.
(c) Details the surveillance methodologies, inspection frequencies, and audit protocols used by the Government.
(d) Outlines procedures for documenting contractor performance, managing customer complaints, issuing Contract Discrepancy Reports (CDRs), and executing Contractor Performance Assessment Reporting System (CPARS) annual evaluations.
