Instructions to Offerors: Attachment 0005, FAR Provision 52.2256, Trade Agreements Certificate, is a mandatory, fillable document required for all Offerors designated as Other-Than-Small Business Concerns (e.g., Large Business Concerns) under NAICS Code 334510 submitting a proposal under Solicitation Number 36C79126R0011. For Offerors designated as Small Business Concerns under NAICS Code 334510, submission of Attachment 0005 is optional; however, Small Business Offerors seeking eligibility for evaluation and award consideration within Tier-4 must submit a fully completed, signed, and dated Attachment 0005. Small Business Offerors that do not submit Attachment 0005 remain eligible for evaluation and award consideration within Tiers 1 through 3, as applicable under the solicitation's tiered evaluation procedures. Submission of a fully completed, signed, and dated Attachment 0005 - Trade Agreements Certificate is a material condition of responsiveness for all Other-Than-Small Business Offerors (e.g., Large Business Concerns) and for any Small Business Offeror seeking eligibility for evaluation and award consideration within Tier-4. Any Offeror required to submit Attachment 0005 under these instructions that fails to submit Attachment 0005 as required may be determined ineligible for evaluation and award consideration within the applicable tier(s) and may be eliminated from further award consideration consistent with the solicitation's tiered evaluation procedures. General Completion Requirements: Offerors must complete the fillable PDF document in its entirety. The following actions are required: Enter all information into the fillable PDF exactly as instructed.

Insert check marks in all boxes where the Offeror must certify or indicate selections.

Complete all fields identifying:

CLINs and SLINs applicable to the Offeror’s proposed foreign end-products; and

Enter the countryoforigin information for each CLIN/SLIN listed item.

Ensure the document certificate contains a valid digital signature applied by an authorized representative of the Offeror. Typed signatures, inserted JPEG signatures, or hand written signatures without digital authentication are not acceptable. Only digital or electronic signatures compliant with federal acquisition standards (e.g., Adobe, DocuSign, PKI based signature) will be accepted.
