1. General / Allgemein:

This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
Dies ist ein nicht personalisierter Dienstleistungsvertrag, unter welchem das Personal, das die Dienstleistung erbringt, nicht der Aufsicht und Kontrolle, die ueblicherweise in der Beziehung zwischen Regierung und seinen Angestellten vorkommt, weder durch Vertragsbedingungen noch durch die Art und Weise seiner Verwaltung unterworfen ist. 1.1 Description of Services/Introduction / Beschreibung der Dienstleistung/Einfuehrung: This is a non-personal service(s) contract to provide vegetation control services at embankments of railroad tracks and weed control treatment at railroad tracks at USAG Bavaria (Tower Barracks Grafenwoehr und Rose Barracks Vilseck). Dies ist ein nicht personalisierter Dienstleistungsvertrag zur Bereitstsellung von Vegetationskontrollarbeiten auf Daemmen von Eisenbahngleisen und Unkrautbekaempfungsverfahren auf Eisenbahngleisen in der US Armee Garnison Bayern (Tower Kaserne Grafenwoehr und Rose Kaserne Vilseck).

1.2 Background / Hintergrund:

The DPW, Buildings and Grounds Branch Grafenwoehr is responsible to provide safe and operational railroad facilities for the U.S. and multinational military railroad traffic. This contract supplements the DPW in-house team for the maintenance work of the whole railroad facilities. The limited DPW team is not equipped or manned to perform all necessary professional work of vegetation and weed control at railroad facilities.
