Laboratory Analytical Services Worldwide
Attachment JL-1
v. 13 January 2026
Q. Are there estimated quantities or historical volumes for common analyses (e.g., PFAS, VOCs, metals) to inform unit pricing?
A. Per the request, estimates of historical quantities have been added as an attachment to the combined synopsis/solicitation record. The Government hereby makes clear that these amounts do not necessarily represent the balance of ordering for future requirements; amounts are provided for informational purposes only and will not be possible to apply to future ordering attribution. Q. For state accreditations, California is required — does this mean full CA ELAP for all fields, or only for applicable matrices/methods bid? A. CA ELAP accreditation would be applicable on a case-by-case basis (e.g. samples from certain locations, and depending on agreement with regulators). So, the Government would only seek CA ELAP for applicable matrices and methods, and the Government would normally opt not to order from a vendor that does not meet certain stricter requirements. More generally, DoD ELAP accreditation would be preferred for ordering, as DoD ELAP accreditation is necessary for Environmental Restoration projects producing definitive data. Offerors should be sure to list accreditations in proposals clearly for evaluation.
Q. As the primary lab, [Offeror] would bid on projects that have over 50% PFAS testing so that we could hit the > 50% work requirement. Does our lack of full testing capabilities exclude us from this bid?
A. TThe lack of full testing does not automatically exclude the Offeror from providing a quote; however, for any ordering agreements awarded, the prime contractor will have responsibility for both administrative and quality control management, and documentation of the different performance parameters of all the different parts of the specifications will contribute to the rating by the Government's evaluation for Factor 1, Technical Acceptability (ref: 52.212-2, Pages 19-20). The Government will evaluate the Offeror upon their technical capabilities and proposed work plans, and evaluators will request additional information if necessary to complete the proposal evaluation. Qualified WOSB, DoD ELAP laboratories will be evaluated for awards.
Q. Per the pre-award evaluation procedures attachment, what weight or scoring is given to technical capability vs. past performance vs. price? A. Factor 1, Technical Acceptability, is more important than Factor 2, Past
