Q&A 140LL027Q0006
Q. Is this a new requirement or a follow-on? If a follow-on, please identify the incumbent contractor, the prior contract number, and the prior award value.
A: This is a new requirement.
Q: Task 8.2 refers to maintaining "existing evaluation and seed-increase fields." Who currently holds those fields, and will they or any G1 material be transferred to the awardee? If not, what quantity of G0 starter seed will the Government furnish for each accession?
A: The requirement is for late stage development and commercial release of materials currently in production. Whether or not the offeror is capable of performing the requirement specified in Task 8.2 will affect Technical Evaluation Factor 3. These materials are currently in production at the Upper Colorado Environmental Plant Center in Meeker, CO. Transfer of G1 or later material or furnishing of any remaining G0 seed would be negotiated upon award.
Q: CLINs 00010 and 00020 do not list quantities. How many 0.13 acre production units per material are anticipated in each performance year? Will a pricing schedule be provided? A: It is anticipated that (2) 0.13 acre production units of both 00010 and 00020 will be priced for the first and second years, and that (1) 0.13 acre production units of both 00010 and 00020 will be priced for the third and fourth years. Q: May an offeror team with a similarly situated small business subcontractor that performs the field production work? If so, will that subcontractor's experience and key personnel count toward Factors 1 and 2? A: No. However, Offeror can team with any subcontractor, the key personnel and experience in Factors 1 and 2 should be from the prime contractor and not the subcontractor. Q: Must the seed-increase fields be located in Colorado or within a specific seed zone? A: Not necessarily. There is no requirement in the PWS that specifies a location of production. However, location may factor into Technical Evaluation Factor 3.
Q: Given the December 1 planting deadline, would the Government consider extending the quote due date? A: No. The requirement is for late stage development and commercial release of materials currently in production extending the quote due date would jeopardize the continuity of an ongoing development process. Q: The RFQ mentions a maximum page limit, but none is stated. Please confirm the page limits for Part I and Part II, if any.
A: The maximum page limit of 10 pages total for both Part 1 and Part II
