QUESTIONS AND ANSWERS

27 October 2026

The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation. 1. QUESTION: Please advise if the vessel will be required to carry V22s under subject RFP.
ANSWER: No MV22s will be carried under this requirement. 2. QUESTION: RFP p.2, Box 1.A states the requirement is for a “general cargo Rollon/Roll-off (RORO) or Lift-on/Lift-off (LOLO) vessel.” RFP p.3 sets out separate requirements: “(4) RORO (Ramp) Configured Ships” and “(5) LOLO (Onboard Crane) Configured Ships.” The Box 6 submittal list on RFP p.7 reads “Owner/Offeror shall submit items: 1A, 1B, 1D(1), 1D(4) – (5), 1G(4), 5.” Please clarify: (a) Does a vessel with only a ramp, or only onboard cranes, qualify? If so, please confirm that item 1D(4) – (5) in the submittal list should read 1D(4) or (5). (b) If both are required, must a LOLO vessel also meet the ramp requirement in 1.D(4)? (c) If a ramp-only vessel qualifies, will the Government or the port furnish lifting equipment for nonrolling cargo? ANSWER: (a) RORO vessel with slewing, quarter or side ramp is qualified. LOLO Vessel with onboard crane capable of loading and off-loading all equipment is qualified. Vessel has to be able to moor alongside the piers and quay walls to conduct cargo operations and 1D(4) applies to RORO vessels. 1D(5) applies to LOLO vessels. (b) Both are not required; one or the other is acceptable. (c) No. The vessel has to use organic equipment which could be a forklift capable of moving the non-rolling stock.

3. QUESTION: RFP p.11 gives a fuel price of “MGO/MDO: $1,608.88 per metric ton.” The fuel consumption template shows “$1,604.88 SEACARD Open Market.” DRYTIME Box 68 states fuel consumption in “net bbls at 60 deg F,” while the template is headed “Metric Tons/day.” RFP p.11 evaluates “using fuel consumptions provided in DRYTIME Boxes 68 and 70,” and the template shows Box 70 at 0 days. (a) Which fuel price governs the evaluation? (b) In which units should offerors enter consumption, and if a conversion is needed, is the DRYTIME p.107 figure of 7.507 barrels per metric ton to be used? (c) Is Box 70 (auxiliary) to be priced at 0 days?

ANSWER: (a) Fuel Price should be $1,604.88 on RFP and will be updated as such in upcoming amendment. (b) Fuel Consumption will be determined and evaluated by the number of days listed by per Box 68 (118 days), 69 (45 days), 70 (0 days), and 71
