This notice is for Solicitation Number 36C24227B0009, Project Number 620-22-110 Replace Fire Alarm Campus Wide at the VA Hudson Valley Health Care System, Montrose Campus, 2094 Albany Post Road, Montrose, New York 10548. This shall be a 100% Service Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. As a result, all SDVOSBs may submit a bid, which will be considered by the agency. This project is classified under NAICS Code 238210 and has a size standard of $19 Million. The Magnitude of Construction for this project is between $2,000,000.00 and $5,000,000.00 Scope of Work:
The scope of work shall generally consist of, but not limited to the following: The contractor will furnish all materials, equipment, supervision, and personnel necessary to complete the job to upgrade the fire alarm system campus wide at FDR VA Medical Center, Montrose Campus.

General Construction:

The existing Edwards system (EST) is unreliable and experiencing frequent trouble and supervisory signals associated with either the field devices or the modules within the control panels. This project will replace the existing Fire alarm system with the latest (2026) Honeywell’s Notifier Fire alarm system with Intelligent addressable technology. These fire alarm devices will be able to report back to the main fire alarm command Control panel and notify the system as to the actual sensitivity setting and when they need to be cleaned and calibrated. The addressable control modules will also be used for typical control functions as releasing locked doors, Elevator controls, and shutdown of HVAC fan units. This is a multi-phased project that will upgrade the existing fire alarm system at the facility. Upon project completion, the VA will have addressed all deficiencies with the current fire alarm system. The upgraded system is designed to meet all NFPA codes and current guidelines.
