Passenger Transport Service
(i)

This is a combined synopsis/solicitation issued for commercial items prepared in accordance with the format in the Revolutionary FAR Overhaul (RFO) 12.201-1(a), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This acquisition will be conducted using RFO FAR Part 12, Acquisition of Commercial Products and Commercial Services.

(ii)

Solicitation number 70CMSD27Q00000001 is being issued as a Request for Quote (RFQ).

(iii)

This solicitation document and incorporated provisions and clauses in Attachment 1 to this document are those in effect through Federal Acquisition Circular (FAC) FAC 2026-01.

(iv)

This solicitation is being issued as a 100% Small Business Set-Aside. The National American Industry Classification System (NAICS) code for this acquisition is 485999- All Other Transit and Ground Passenger Transportation Services. The Product Service Code (PSC) for this acquisition is V212 Transportation/Travel/Relocation- Motor Passenger.

The Contract Line-Item Numbers for the proposed purchase order are as follows: CLIN 0001-Base Period: The performer shall provide passenger transport services in accordance with statement of work.
CLIN 1001-Option Period One: The performer shall provide passenger transport services in accordance with statement of work.
CLIN 2001-Option Period Two: The performer shall provide passenger transport services in accordance with statement of work.
CLIN 3001-Option Period Three: The performer shall provide passenger transport services in accordance with statement of work.
CLIN 4001-Option Period Four: The performer shall provide passenger transport services in accordance with statement of work.
Contract Type: Firm Fixed Price (FFP)

Description of Requirement: The contractor shall provide passenger transport services in accordance with statement of work.

(vii)

Period of performance will include a 12-month Base Period and four 12-month Option Periods.

Option Period 1: 11/01/2027 – 10/31/2028
Option Period 2: 11/01/2028 – 10/31/2029

(viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition. To be considered for award quotes must be submitted
