NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT
Description
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 21, intends to award a sole source contract to Johnson Controls, Inc. for maintenance, support, inspection, testing, monitoring, programming, repair, and related services for the Metasys Building Management System (BMS) located throughout the Northern California Health Care System. The proposed contract will consist of:
One (1) twelve-month base period
Four (4) one-year option periods
The anticipated start date: February 01, 2027
Sole Source Rationale
The Metasys Building Management System is a proprietary platform developed and maintained by Johnson Controls, Inc. The system integrates critical facility operations including heating, ventilation, air conditioning (HVAC), environmental controls, alarms, and energy management functions essential to patient care and facility operations. Based on market research conducted by the Government, Johnson Controls has represented that it is the only authorized source capable of providing the required proprietary software support, system programming, firmware updates, technical services, and manufacturer-certified maintenance for the installed Metasys system within the Northern California Health Care System. Johnson Controls provided documentation supporting its sole-source position. Award to any source other than Johnson Controls could result in incompatibility with existing equipment, loss of manufacturer support, increased operational risk, and potential disruption to critical building management functions. Authority
This procurement is being conducted under the authority of RFO 12.201(a) or RFO 6.103-1(b), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as applicable. Submission of Capability Statements
This notice is not a request for competitive quotations or proposals. However, interested parties that believe they can satisfy the requirement may submit a capability statement demonstrating their ability to provide the required proprietary Metasys Building Management System services without limitation and with full manufacturer authorization.
