COMBINED SYNOPSIS/SOLICITATION FOR
1332KP26R0041 for Fairbanks Command and Data Acquisition Station Operations and Maintenance Services
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number 1332KP26R0041 is issued as a request for proposal (RFP) for Fairbanks Command and Data Acquisition Station (FCDAS) for Operations and Maintenance Services. FCDAS is a National Critical Asset and, therefore, must remain in operation 24x7x365, including periods of inclement weather and emergencies such as natural and man-made disasters. Mission-essential functions must be maintained at all times, provided no serious hazards to personnel exist. Historically, FCDAS has been a Government-Owned, Contractor-Operated (GOCO) facility. This is a performance-based service contract, wherein the success of the O&M contractor depends on satisfaction of the technical requirements as well as responsiveness to continually evolving operational requirements and changes in technology. FCDAS is NOAA’s primary command and data acquisition facility for its polar-orbiting operational environmental satellites. The station also collaborates with other Government and international partners to provide routine and contingency support for non-NOAA polar-orbiting spacecraft. Each day, the station averages approximately 135 satellite contacts. This acquisition is set-aside for 100% small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.
The Government’s points of contact for this requirement are Andrea Chiodi, Contract Specialist at [email protected] and Jame Chang, Contracting Officer at [email protected]. The Offeror’s Proposal shall be submitted no later than: 2:00 PM Eastern Time (ET) Monday, November 9, 2026.
It is the Offeror’s responsibility to bring to the Government’s attention any perceived ambiguities, discrepancies, or inconsistencies within the solicitation package (i.e. this document, attachments, and any document incorporated by reference). This notification, as well as any request for deviation of any term or condition provided herein, and questions concerning this RFP, shall be submitted no later than: 3:00 PM ET on Friday, October 23, 2026 to the Contract Specialist and
