1. Project Overview & Mission Goal
Project Name/Number: Ready Building / 570628 (098834)
Location: Fort Bliss / El Paso / Texas
Mission Statement: This project will provide a permanent, properly sized Ready Building supporting continuous, 24-hour operations for an on-call Air MEDEVAC crew at Biggs Army Airfield. The facility will provide operational space for a five-person aircraft crew, living and readiness space for one five-person crew, and surge capacity for an additional five-person crew. The facility must enable aircraft crews to remain postured for rapid response, with direct access to the aircraft parking apron for MEDEVAC launches and weekend aircraft maintenance. The current temporary facility is undersized and not located adjacent to the apron, increasing response time and creating a life-safety mission risk.
DBtB w/OT: To accelerate infrastructure delivery, manage complex technology interfaces, and increase flexibility the Government seeks an integrated design-build team that can maximize mission capability, quality, durability, lifecycle performance, and schedule reliability within a fixed funding constraint.
2. Functional Requirements (The "What")
Facility Type: Emergency response facility
Estimated Scale: Approximately 4,836 SF of permanent single-story construction.
Primary Functional Spaces:
Operations and dispatch space: Provide an operations area supporting dispatch and five workstations. The operations function should be located to support rapid crew movement toward the aircraft apron. Crew readiness, living, and sleeping space: Provide spaces supporting 24-hour occupancy, rest, hygiene, and meal functions. A combined dayroom and kitchen/break area is acceptable to support the readiness mission. Medical equipment storage and support space: Provide secure, organized, space for storing and supporting mission medical equipment and supplies, including: Refrigerator storage for temperature-sensitive medications Approximately 18 D-CYL oxygen cylinders
Approximately 25 liters and backboards stored vertically Two mass-casualty (MASCAL) medical bags
Charging stations for approximately eight types of equipment, such as defibrillators, portable suction devices, IV infusion sets, and portable ventilators Two 5-foot by 3-foot shelving units
A lockable cabinet for medications and narcotics
The space must also include a functional wash area for cleaning medical equipment after use.
Building support functions: Provide support areas required for reliable 24-hour operation, including mechanical, electrical, telecommunications, sanitation, and custodial functions.
