Basic Ordering Agreement Sustainment Track (BOAST) Program Solicitation W912CH-26-R-0001
U.S. Army Contracting Command-Detroit Arsenal (ACC-DTA) Issued: March 18, 2026
Purpose: This document provides official Government responses to common questions received regarding the BOAST program solicitation.

BOAST Program

Questions and Answers (Q&A)

CATEGORY 1: PROGRAM SCOPE & PURPOSE

Q1: What is the scope of the BOAST program? Can you provide a list of parts or weapon systems?
A1: The BOAST program is designed to cover a broad range of Class IX supplies, which can span multiple NAICS codes. The current solicitation is only to establish the Basic Ordering Agreement (BOA) and does not contain a specific list of parts to be procured at this time. The purpose is to pre-qualify vendors for future orders. The specific items and the weapon systems they support will be detailed in separate, future Requests for Order Proposals (RFOPs) as requirements arise.
Q2: A pre-synopsis notice included a forecasted list of supplies. Is that list part of this solicitation?
A2: The forecasted supply list posted with the pre-synopsis notice was provided for informational and market research purposes only. It is not a formal or binding part of the current BOA solicitation.
Q3: Are parachutes and related airborne equipment included in the scope? A3: Parachutes and major aerial delivery equipment themselves are typically considered Class VII (Major End Items) and are not within the scope of BOAST. However, individual repair parts and components used to maintain that equipment may fall within the Class IX scope. Ultimately, whether a future requirement is competed through BOAST will depend on the supply class of that specific item.
Q4: How does this differ from DLA? When would orders go to DLA vs. BOAST? A4: The Army Contracting Command - Detroit Arsenal (ACC-DTA) and the Defense Logistics Agency (DLA) are separate procurement organizations. The determination of which organization procures a specific NSN is made based on the Army's overall supply chain strategy for that item. The BOAST program is an acquisition vehicle used by ACC-DTA to compete our specific Class IX supply requirements among the pool of qualified BOA holders.
