A. GENERAL INFORMATION

This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation. Offers are being requested, and a separate written solicitation will not be issued.
The Great Plains Area Indian Health Service (IHS) intends to award a Firm-Fixed-Price (FFP), nonpersonal healthcare services contract for Emergency Department Registered Nursing Services at the Standing Rock Service Unit, Fort Yates Hospital, Fort Yates, North Dakota. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular identified in the solicitation clause attachment.

B. SET-ASIDE AND NAICS

This acquisition is set aside 100 percent for Indian Small Business Economic Enterprises (ISBEEs) in accordance with applicable Department of Health and Human Services Acquisition Regulation (HHSAR) Buy Indian Act requirements.

Small Business Size Standard: The size standard applicable to NAICS 561320 in effect on the date of solicitation issuance applies.
Only eligible ISBEE concerns meeting the applicable solicitation requirements will be considered for award. Offerors shall submit all representations, certifications, and documentation required by the applicable Buy Indian Act provisions included in this solicitation.

C. DESCRIPTION OF REQUIREMENT

The Contractor shall provide up to eight (8) qualified Registered Nurse (RN) positions to perform Emergency Department nursing services at the Standing Rock Service Unit, Fort Yates Hospital. The services are non-personal healthcare services. The Contractor shall maintain responsibility for the recruitment, management, supervision, scheduling, assignment, and control of Contractor personnel. The Government will communicate required operational coverage and facility requirements; the Contractor shall determine the appropriate staffing and management approach necessary to satisfy the Performance Work Statement (PWS).
