1. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. 2. PSNS & IMF, located in Bremerton, WA, Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) requires 750kW (Minimum) emergency diesel generator (EDG) to serve as part of an emergency power supply system (EPSS) for providing primary power and/or standby backup power. Expected run time of the rented EDGs is less than 50 hours in a calendar year—expected run time does not include emergency run time.
3. The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 dated 13 March 2026, and Defense FAR Supplement (DFARS) Publication Notice 7 May 2026.
4. This RFQ N4523A27Q5704 is being solicited as a 100% Total Small Business Set-aside 5. The associated North American Industry Classification (NAICS) code is 532490 – Other Commercial and Industrial Machinery and Equipment Rental and Leasing. The Product Service Code (PSC) is W061 - Lease or Rental of Equipment – Electric Wire and Power Distribution 6.The government intends to award a Firm Fixed Price Commercial Service type contract. The Vendor shall complete this pricing structure, section in its entirety and return with any other documentation, attachments or data as required by this solicitation. The contractor shall provide documentation, such as a previous invoice, proposal on company letterhead, contract or similar substantiate proposed pricing.
7. CLIN Structure: The contract line-item numbers (CLINs) consist of the following: CLIN 0001. Lease of one (1) 750kW diesel generator in accordance with the standards and specifications provided in the Performance Work Statement (PWS).
