1. Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued.
Solicitation number W911SG27QA003 is issued as a request for quotation (RFQ) for the rental or lease, delivery, placement, servicing, cleaning, pumping, waste disposal, sanitization, restocking, relocation, repair, removal, and pickup of portable latrines and portable hand-wash stations.
The Mission and Installation Contracting Command–Fort Bliss intends to establish five Blanket Purchase Agreements (BPAs) with responsible small-business concerns for commercial, non-personal portable sanitation services. The requirement includes the rental or lease, delivery, placement, servicing, cleaning, pumping, waste disposal, sanitization, restocking, relocation, repair, removal, and pickup of portable latrines and portable handwash stations. The Government anticipates issuing BPA calls to meet recurring requirements in support of military units conducting routine activities, training events, and field exercises at Fort Bliss, Texas, and associated training areas and ranges in Texas and New Mexico. This acquisition is a total small-business set-aside under NAICS 562991. The Government intends to establish up to five BPAs with technically acceptable offerors whose evaluated prices are determined fair and reasonable. The Government is not obligated to establish the maximum number of BPAs or to make any BPA award. This solicitation incorporates provisions and clauses by reference.
