BLUF Disclaimer: This umbrella notice is issued pursuant to 10 U.S.C. § 2808a. Any resulting agreement will be an Other Transaction Agreement (OTA) for facility construction and repair and NOT a procurement contract, grant, or cooperative agreement. Consequently, neither the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), nor the Commercial Solutions Opening (CSO) constraints of 10 U.S.C. § 3458 apply to this notice or any resulting agreements.
SECTION 1 – INTRODUCTION & GENERAL
GUIDELINES
1.1 Background and Authority
In coordination with the Air Force Installation and Mission Support Center (AFIMSC), the Air Force Installation Contracting Center (AFICC), and the Air Force Civil Engineer Center (AFCEC), the 36 CONS aims to deliver innovative acquisition and global engineering solutions that ensure our forces are mission ready.
To achieve this, 36 CONS establishes this A-STRIDE (Andersen Strategic Transformation in Rapid Infrastructure and Delivery Enterprise) framework. A-STRIDE is designed to bypass the administrative lag of traditional procurement and leverage industry expertise, leading capabilities, and highly flexible project delivery models. The 36 CONS executes this program under the statutory authority of 10 U.S.C. § 2808a(a), which authorizes the Secretary concerned to enter into transactions (other than contracts, cooperative agreements, or grants) to carry out repair and construction projects for facilities, including the planning, design, engineering, prototyping, piloting, and execution of such repair and construction projects.
Unlike Other Transactions for Prototype Projects authorized under 10 U.S.C. § 4022, 10 U.S.C. § 2808a does not require the project to be a prototype, nor does it mandate non-traditional defense contractor participation or cost-sharing requirements. It is a standalone, flexible construction and repair execution tool designed to align with modern business practices.
