1. The combined synopsis solicitation document indicates on page 3 that CLIN 1 is due 180 days after award. CLIN 1 is described on page 4 as the debris boom system and anchors. I take that to mean the products that make up the debris boom system and anchors. CLIN 2 is the delivery and CLIN 3 is the installation. The Purchase+Description document indicates in paragraph 7.0 that preliminary deliverables are due 60 days after award and final deliverables 120 days after award. It further states that the boom is to be delivered 240 days after award. So the question is, is CLIN 1 considered to be completed before the boom gets delivered to the site? If not, CLIN 1 requires delivery in 180 days but the contractor is allowed up to 240 days to deliver it per paragraph 7.0. Further, if the government were to approve the final deliverables at day 120, 60 days does provide much time for the boom supplier to acquire the material and fabricate the boom system. Please clarify.

Purchase Description Section 7.1 Amendment:
Purchase Description Section 7.1 has been amended to clarify the deliverable and delivery schedule as follows:
- On-Site Delivery: The debris boom system and components shall be delivered on site within 300 calendar days of contract award. 2.
Section B (Supplies or Services & Prices/Costs) Amendment: Section B has been amended to restructure the CLINs to establish and align the Period of Performance (POP) across CLINs.
2. The load scenarios presented will result in very high loads on the boom system and anchor points, such that drag anchors (Danforth or similar) likely won’t be sufficient to counteract the loads on the boom. The identification in the Purchase+Description document of the lake bottom surface and bedrock elevations at the deflection points of the conceptual boom outline suggests the intent is to use guide piles at the deflection points to anchor the boom. This would result in pile heights up to 80 feet with large cantilever loads (large diameter piles) because of the depth of water and relatively shallow bedrock. This may be impractical. Because of the large loads and permanence of the structure, some kind of drilled and grouted anchor or stake pile in the lake floor seems more appropriate than Danforth anchors, but either way, this would require a spread moorings with anchor lines extending out in multiple directions. The RFQ does not include bathymetry or borings outside that local footprint under the proposed layout. Can the government clarify what the
