1.1 Notification.
This is a Commercial Solutions Opening (CSO) issued under the authority of 10 U.S.C. §3458 and the Revolutionary FAR Overhaul (RFO) DFARS Subpart 212.70. The U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the U.S. Army Installation Management Command (IMCOM), is seeking innovative commercial technologies, products and/or services that will provide an Army Enterprise Heating, Ventilation, and Air Conditioning (HVAC) Modernization & Lifecycle Sustainment Maintenance Plan, and associated project management of the plan throughout the project period, Fiscal Year (FY) FY27-FY31. This CSO enables the MICC and IMCOM to competitively procure solutions through a streamlined acquisition process, allowing for rapid and cost effective decisions. This approach underscores our mission to expedite the award and delivery of critical technologies, products, and services, that support the Army’s objective to improve and modernize the heating and cooling infrastructure for soldiers across the Army Enterprise and establish a proactive lifecycle maintenance structure to reduce the risk of HVAC system failures across IMCOM. This CSO may result in the award of various types of contracts. The government intends to award contracts under RFO FAR Part 12 but reserves the right to pursue alternative methods of contracting. Any contracts or agreements awarded under this authority will be structured as fixed-price contracts, acknowledging Phase 1 responses requested herein may alter the Government’s approach. The Army is seeking solutions that extend beyond routine repair or replacement of individual HVAC components and instead leverage commercial innovation to deliver integrated, scalable, and executable approaches that improve HVAC performance, indoor air quality, humidity and moisture control, and overall, Soldier quality of life. The Army’s initial priority is to improve conditions in CONUS barracks and other Soldieroccupied facilities at designated installations, while also informing broader enterprise planning and execution during FY27-FY31.
The Government is particularly interested in commercial solutions that address root causes of HVAC underperformance, including but not limited to deferred maintenance, water intrusion, mold and mildew contributing conditions, controls deficiencies, electrical capacity constraints,
