HEALTH CARE FOR HOMELESS VETERANS CONTRACT RESIDENTIAL

SERVICES PROGRAM

1. REASON FOR ISSUE: This Veterans Health Administration (VHA) directive states VHA policy and responsibilities for the Health Care for Homeless Veterans (HCHV) Contract Residential Services (CRS) Program and for the administration, monitoring and oversight of HCHV CRS providers.

2. SUMMARY OF MAJOR CHANGES:

a. Amendment dated March 7, 2025, removes reference to VHA Directive (removed from the background paragraph 2.d.and the references paragraph 9) to comply with EO 14168.
b. As published February 22, 2022, this directive made the following major changes:
(1) Removed requirements for HCHV Outreach Services, Coordinated Entry System (CES) and Community Resource and Referral Centers as these were incorporated in directives, VHA Directive 1162.08, Health Care for Homeless Veterans Outreach Services, and VHA Directive 1162.03, Health Care for Homeless Veterans Community Resource and Referral Centers, respectively.
(2) Updated definitions (paragraph 3).
(3) Updated responsibilities for the HCHV National Program Director, the Veterans Integrated Service Network (VISN) Homeless Coordinator, VA medical facility Director, VA medical facility Homeless Program Coordinator, VA medical facility HCHV CRS Liaison, Contracting Officer and Contracting Officer’s Representative (paragraph 5). (4) Added responsibilities related to auditing and documentation (paragraph 5). 3. RELATED ISSUES: VHA Directive 1162.01, VA Homeless Providers Grant and Per Diem Program, dated November 17, 2020; VHA Directive 1162.05(1), Housing and Urban Development Department of Veterans Affairs Supportive Housing Program, dated July 6, 2017; VHA Directive 1820, Enhanced Sharing Use of Space Program, dated November 7, 2017; VHA Directive 1502, Homeless Veteran Contact and Referral Management, dated June 7, 2017; VHA Directive 1501, VHA Homeless Programs, dated October 21, 2016; VHA Handbook 1160.04, VHA Programs for Veterans With Substance Use Disorders (SUD), dated March 7, 2012.
