The Assistant Secretary of the Navy for Research, Development and Acquisition (ASN RDA) serves as the Department of the Navy (DON) Acquisition Executive, managing research, development, and procurement for the United States Navy and United States Marine Corps.
The Deputy Assistant Secretary of the Navy (DASN) for the Defense Industrial Base (DIB) is responsible for the prioritization, coordination, and empowerment of DON industrial base activities, enabling enterprise-level investment in the DIB and accelerating the delivery of warfighting capability through best-practice transaction structures and increased production throughput.
Through this Commercial Solutions Opening (CSO), the DON seeks to create opportunities for commercial companies with little or no ties to the defense marketplace and to create public sector revenue streams while advancing the DON’s technology and shore infrastructure objectives.
DON utilizes Other Transaction Agreements (OTA or Agreements) under the authority of 10 U.S.C. § 4022, as amended by the National Defense Authorization Act for Fiscal Year 2023 (FY23 NDAA), “Authority of the Department of Defense to Carry Out Certain Prototype Projects,” to partner with nontraditional and traditional defense contractors and non-profit research institutions to carry out prototype projects that are directly relevant to enhancing the mission e ectiveness of personnel of the DoW or improving platforms, systems, components, or materials proposed to be acquired or developed by the DoW, or to
