This task order will also provide technical expertise for the Revenue Cycle Management (RCM) activities, to include Charge Description Master (CDM) optimization, enhancement, and operations, to support the DHA Electronic Health Record (EHR), Military Health System (MHS) GENESIS, and its itemized billing solution, RevX.
1.2 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the administrative and technical execution services to the DHA R&PI, J-8 Financial Operations, as well as technical expertise for the RCM activities required to support the DHA EHR MHS GENESIS, and its itemized billing solution, RevX, as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS.
The contractor shall provide technical expertise to maintain and enhance the existing CDM. The contractor is responsible for updating associated charge tables based on geographic location, hospital vs. clinic, and patient category. They also coordinate with DHA Charge Services Solution Owner and Cerner/Oracle Health (the contractor that deployed the full MHS GENESIS EHR platform) to ensure proper integration with the Cerner Charge Services Pricing Tool (Charge Services Servers). Additionally, the contractor provides overall Program Management Support for ongoing CDM operations.
The RCMI initiative is a mission-critical effort that directly supports the DHA Director's Lines of Effort and the MHS Optimization Domains for FY27-31. The optimization of the MHS GENESIS platform, the RevX itemized billing solution, and the CDM are essential to meeting strict Health Affairs Financial Management requirements and the Secretary of War's data requirements.
