MEMORANDUM FOR INDUSTRY
FROM: Commercial Satellite Communications Office
SUBJECT: Forecast to Industry – Future Requirements for Fiscal Year 2026-2027 The United States Space Force (USSF) Commercial Satellite Communications (COMSATCOM) Office, or CSCO, presents the following information to industry for preparation of potential Requests for Proposals (RFPs) and Requests for Quotes (RFQs). All information outlined within is subject to change and based on known near-term competitive requirements for the subsequent 12 months. This document is current as of September 8, 2026.
The Future COMSATCOM Services Acquisition (FCSA) provides the U.S. Department of War (DoW) procurement of satellite communication capabilities from an approved list of contractors. The FCSA covers three (3) service areas: transponded capacity, subscription services, and end-to-end solutions.
COMSATCOM Transponded Capacity (CTC) includes requirements for satellite bandwidth and power, including limited engineering services (e.g., link budgets and transmission plans). CTC enables customer-proposed waveforms and industry-approved solutions to apply leased bandwidth to meet individual requirements. This service area includes monitoring and control of leased bandwidth and incorporates the option for purchased frequency clearances and licenses. CTC falls under the General Services Administration (GSA) North American Industry Classification System (NAICS) code 517410. COMSATCOM Subscription Services (CSS) are for use with fixed satellite services (FSS) or mobile satellite services (MSS). CSS uses contractor-determined waveforms that are billed on a per-use basis (e.g., dollars per minute, dollars per megabyte, or dollars per month). This service area comprises rates for vendordefined network management, monitoring, engineering, integration, licensing, and the operations required to deliver services. CSS falls under the GSA NAICS code 517410.
Complex Commercial SATCOM Solutions (CS3) allows the DoW to build large, complex, and custom satellite solutions. These solutions may include satellite transport (bandwidth), FSS or MSS, and service-enabling components such as DISTRIBUTION A: Approved for public release; distribution unlimited
terminals, handsets, and tail circuits with engineering services to integrate, operate, and maintain the solution. CS3 is covered under the FCSA CS3 Indefinite Delivery Indefinite Quantity (IDIQ) contract.
