PERFORMANCE WORK STATEMENT
Title: OAWP Investigative Interview Transcription Services
1. BACKGROUND
The Department of Veterans Affairs (VA), Office of Accountability and Whistleblower Protection (OAWP), promotes and improves accountability through unbiased investigations of allegations involving senior-leader retaliation, misconduct, poor performance, and whistleblower retaliation by VA supervisors. 2. SCOPE OF WORK
The Contractor shall provide all personnel, equipment, systems, and other resources needed to transcribe OAWP-furnished audio and/or video recordings of testimony and investigative interviews. Services shall be virtual using a mutually agreed, VA-approved platform. The Contractor shall provide timely, accurate, secure, professionally formatted transcripts suitable for official Government case files. The Contractor shall access only specifically assigned recordings, not other records within an investigative case folder. The anticipated workload is approximately 1,400 interviews annually. Unless otherwise directed by the designated Ordering Representative or Contracting Officer’s Representative (COR), a completed transcript package shall be delivered within one business day after assignment. The deliverable and quality criteria are specified in Sections 7, 8, and 12.
