PERFORMANCE WORK STATEMENT (PWS)
Yuma Proving Ground Motorola Land Mobile Radio
Infrastructure Maintenance and Support
Sept 19, 2026
Part 1
General Information
1. General: This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Yuma Proving Ground (YPG) with Motorola Land Mobile Radio (LMR) infrastructure maintenance and support subscription services as defined in this PWS except for those items specified as government furnished property (GFP) and government furnished services (GFS). The contractor shall meet the standards in this contract.
1.2 Background: The US Army Yuma Proving Ground (USAYPG) Directorate of Information Management (DoIM) requires a new, comprehensive Land Mobile Radio (LMR) maintenance support agreement. The existing USAYPG Motorola ASTRO 25 LMR system is currently in the final option year of its maintenance support contract. The current system version is five (5) years old and suffers from severe degraded coverage and high operational risk due to the commercial non-availability of OEM replacement parts.
To restore reliable operations, USAYPG must upgrade and maintain its current hardware and software baseline. This Performance Work Statement (PWS) is structured to cover the critical system upgrade and subsequent post-upgrade lifecycle maintenance support.
1.3 Scope: Contractor shall provide non-personal services. The System Upgrade Agreement II (SUA II) service provides public safety radio system release updates on a consistent, budgeted plan. These updates maintain reliable network operations and cybersecurity protection. In addition, SUA II keeps Yuma Proving Grounds’ ASTRO 25 network compatible with expansion elements as well as new products and features.
The contractor shall deliver SUA II in two-year periods, with up to one update in each period. The SUA II service includes the following:
