STATEMENT OF WORK
MCD Mail Screening Equipment
Bureau of Engraving and Printing (BEP) – Mutilated Currency Division (MCD) Tracked source adaptation: Mutilated Currency Division (MCD), at the BEP facility designated by the Government MCD mail screening equipment for incoming mutilated-currency claims and parcels
SECTION I: Background
1.1 The BEP Mutilated Currency Division (MCD) receives mailed and shipped packages containing mutilated currency and related claim materials for examination and adjudication. Because incoming packages may contain unknown contaminants or hazardous substances, MCD requires a dedicated mail and parcel screening capability to reduce risk to employees, contractors, facilities, and Government operations.
SECTION II: Purpose
2.1 Product, Service or Outcome Needed.
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, licenses, permits, materials, supervision, and other items and non-personal services necessary to furnish, install, commission, test, and support an integrated mail screening capability for MCD, except for those items specifically identified as Government-furnished. The contractor shall provide all services in a manner that does not create an employer-employee relationship with the Government. The solution shall support non-invasive screening of incoming mail, envelopes, flats, small parcels, and other applicable items before routine opening or handling. The system shall assist trained operators in identifying suspicious, anomalous, concealed, or potentially hazardous contents and determining whether an item may proceed to normal handling or requires secondary screening, isolation, or escalation.
The requirement is performance-based. Offerors may propose technically different solutions provided the proposed solution satisfies the required operational outcomes and clearly identifies its capabilities, limitations, facility requirements, and recurring support requirements.
2.2 Scope of the Product, Service, or Outcome.
BEP seeks a turnkey solution for screening incoming MCD mail, parcels, and claim packages before routine handling and examination. The solution shall be capable of identifying narcotics (including fentanyl and related opioids), hazardous industrial chemicals, toxic industrial chemicals, chemical warfare agents, and biological and radiological hazards. The system shall support safe isolation, secondary screening, and escalation of suspicious items while minimizing unnecessary handling. BEP
