Award Pathway
The Government will use Phase I and, if conducted, subsequent-phase responses to assess commercial feasibility, technical merit, technology readiness, cost-effectiveness, and the extent of any required testing, evaluation, integration, or modification. Based on that assessment and subject to applicable authorities, the Government may pursue a FAR-based contract, a prototype other transaction agreement, or another authorized instrument. The Government is not committing to a particular award instrument, period of performance, or number of awards through this AOI. The Government anticipates a Firm-Fixed-Price pricing structure for any resulting award. Authority
This AOI is issued under the DHA Enterprise-Wide Commercial Solutions Opening (CSO) HT003826SC005 pursuant to 10 U.S.C. § 3458, as amended. The Government may use any applicable award authority

Anticipated Time to Award
The Government anticipates making any resulting award or agreement by March 2027, subject to the completion of the evaluation process, availability of funds, selection of the appropriate acquisition pathway and applicable approvals. This is an estimate only and does not obligate the Government to make an award. Notice: DHA reserves the right to award one or multiple contracts or agreements under this AOI. This solicitation leverages the competitive process under CSO HT003826SC005. Vendors must submit proposed solutions in accordance with the submission instructions and requirements contained herein. If a conflict exists between CSO HT003826SC005 and this EIDS DxP AOI, this EIDS DxP AOI shall prevail. Executive Summary & Strategic Context
