STATEMENT OF OBJECTIVE (SOO)
Storage, Conditioning, Quality Screening, Maintaining, Procurement, and Shipping Services for Ultralife UBBL13-01 Lithium-Ion Batteries
1. Objective
The primary objective of this Statement of Objectives (SOO) is to establish contractual requirements for a qualified contractor to store, condition, quality-screen, maintain, procure, and ship Ultralife UBBL13-01 Lithium-Ion rechargeable batteries in direct support of the Federal Aviation Administration (FAA) NEXCOM Segment 2 Emergency Transceiver Replacement (ETR) program. The Contractor’s facilities designated for the storage, maintenance, and processing of lithium-ion batteries must be physically located within the Continental United States (CONUS). Additionally, the Contractor must possess the proven logistical capability to execute, manage, and track shipments destined for both CONUS and Outside Continental United States (OCONUS) locations. The Ultralife UBBL13-01 is an enhanced higher-capacity variant of the military BB-2590/U battery family utilizing SMBus v1.1 and SBData v1.1 smart circuit protocols. It powers the URC-300E emergency transceiver platform. Proper conditioning and screening are critical to ensure out-of-the-box reliability and to prevent State of Charge (SoC) reporting errors or voltage imbalance alarms during emergency operational deployment. Baseline Quantity & Throughput: Estimated baseline throughput is 75-100 batteries per year.
2. Storage Requirements
The contractor shall provide secure, environmentally controlled warehousing space to store Government Furnished Equipment (GFE) battery inventory prior to storage, conditioning, quality screening, maintaining, and shipping batteries. Temperature Standards: Warehousing facility must maintain storage temperatures between -20°C and 50°C (See TDS_UBBL13_01.pdf) Facility Compliance & Safety: Storage facilities and handling procedures must comply with UN 3480 / UN 3481 Class 9 Hazardous Materials safety standards. Safety documentation, including Material Safety Data Sheet MSDS041, must be accessible on site. 3. Quality Screening, Conditioning, & Maintenance Requirements To eliminate the occurrence of field failures and mitigate 'Battery Imbalanced' alarms reported in URC-300E transceivers (caused by 30% or greater SoC variances between internal cell halves), the contractor shall execute specific multi-cycle conditioning and screening prior to shipping any battery. 3.1 Required Conditioning, Maintenance, & Test Equipment
