GSAR 538.7104-3 – FSS Sole Source Justification

FSS Sole Source Justification No.: 2026-0054

BPA/Call – 50310222A0008-50310224F0163
1. Identification of Agency and Contracting Activity
U.S. Securities and Exchange Commission (SEC)
Office of Acquisitions
100 F Street, NE
Washington, DC 20549

2. Nature and Description of Action

This justification supports a modification to SEC contract -50310222A000850310224F0163 with Signet Technologies DBA Convergint Federal for an extension of the contract after completion of the period of performance. This contract provides Operations & Maintenance (O&M) and related Electronic Security Services (ESS) services agency wide. The estimated value of the extension period is $597,079.80.

3. Authority and Supporting Rationale

This justification is issued in accordance with GSAR 538.7104 -3 (b)(iii) issued on a sole source basis in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis. Signet Technologies, Inc. dba Convergint Federal, competitively won the ESS BPA and subsequent calls under MAS Category 541330SEC. Awarding the extension avoids a lapse in services, duplicative costs, mitigates operational risk to physical security, and sustains nationwide support with proven, qualified resources familiar with SEC facilities and systems. Transitioning to a new vendor at this time would require overlapping staffing, which would impose material cost and schedule risks and could degrade security operations.

4. Best Value Determination

This purchase was made using the GSA Multiple Award Schedule, under SIN 541330SEC and the contractor’s schedule GS-07F-0322T. The Contracting Officer determines that Signet represents fair and reasonable pricing and the best value to the Government, considering demonstrated past performance, continuity of operations, nationwide coverage, and price consistency with awarded MAS labor rates.

5. Market Research

Market Research was not conducted for the extension of the award. Signet Technologies is currently performing the services and is best suited to continue for the extension period.

6. Other Supporting Facts

Signet’s GSA contract GS-07F-0322T expires in April 2027 with no options available for a possible extension. This GSA contract is being closed due to an audit which could not be resolved with the continuation of the contract. Prior to the expiration of the GSA contract, the Government will determine if a sole source BPA and subsequent Call should
