INTRODUCTION

This Source Selection Plan (SSP) describes the procedures for the evaluation of proposals received in response to Request for Proposals (RFP) (Solicitation Number 12-1NTS-26-R-0002) – AMS Designated Laboratories (ADL). The objective of source selection is to select the proposal that represents the best value to the Government. FAR 2.101 defines “best value” as the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.
