Solicitation Questions & Answers
- Countertop Material & Cabinet Layout: Is there a specific countertop material and cabinet layout required?
A: All material questions can be answered by looking at the Statement of Work (SOW) documents.
- Material Sourcing: Should these materials be ordered from Oahu or from the Mainland? A: Where items are ordered from are the responsibility of the lessor as long as they meet the requirements of the government.
- Wages: Are Davis-Bacon Prevailing Wages required for this project? A: If a construction project is performed "for the government" (federal building, VA facility, military base, etc.) and is federally funded, Davis-Bacon wages are required. - Second-floor space: Would the VA consider contiguous space located on the second floor if the space and building are fully ADA accessible and otherwise satisfy the requirements of the current RLP?
A: The VA’s primary concern is ensuring full compliance with all applicable accessibility standards, including the Americans with Disabilities Act (ADA) and ABAAS requirements. The VA will consider contiguous space located on the second floor provided that: The space and building are fully ADA-compliant, including accessible entrances, elevators, restrooms, and egress routes. All other requirements set forth in the RLP (Request for Lease Proposals), including security, parking, and life safety provisions, are met. If you can demonstrate full ADA accessibility and satisfy all RLP criteria, second-floor space will be considered.
- Square footage: The existing available suite is approximately 6,444 square feet, which exceeds the maximum square footage stated in the RLP. Would the VA consider an offer involving the existing 6,444-square-foot suite, or would the property owner be required to subdivide the premises so that the offered space does not exceed the RLP's maximum allowable rentable/ABOA square footage?
A: The RLP specifies both minimum and maximum allowable rentable and ANSI/BOMA office area (ABOA) square footages for offers. Generally, offered spaces should not exceed these maximum limits. In most circumstances, the VA is not able to accept or lease excess space that goes beyond the stated maximum ABOA/rentable square footage, and the property owner would be expected to subdivide or configure the premises to meet the solicitation requirements.
