FAR Part 6 Justification and Approval for
Other than Full and Open Competition
1. Contracting Activity: Army Contracting Command - Redstone Arsenal (ACC RSA), CCAM-PFA Division, Redstone Arsenal, AL 35898.
2. Description of Action: The Strategic and Operational Rockets and Missiles (STORM) Project Office (PO) requests approval of a J&A to award a contract for the Precision Strike Missile (PrSM) Program. Award is to Lockheed Martin Missiles and Fire Control (LMMFC), 1701 W. Marshall Drive, Grand Prairie, Texas 75051, Commercial and Government Entity Code 64059. The contract type is Indefinite Delivery, Indefinite Quantity (IDIQ) with Cost-Plus-Fixed-Fee (CPFF) and Firm-Fixed Price (FFP) contract line item numbers. Task/Delivery orders will be funded to procure services in support of development efforts and to procure material in support of both development and production efforts. The contract will include multiple phases of the PrSM process. The contract will also include the design and integration of PrSM Inc 2, Early Operational Capability (EOC) production activities to support Engineering Manufacturing Development (EMO), and options to produce up to EOC missiles in
the 2QFY26 through 4QFY31.
