DLA Energy intends to solicit and negotiate with Bestpass, Inc. (Cage Code: 7VDQ4), on a sole-source basis for nationwide toll monitoring and payment services supporting 41 GSAleased vehicles. The anticipated period of performance includes one base year and four one-year options.
The proposed restriction of competition is pursuant to FAR 12.102 (a)- Acquisitions valued at or below the simplified acquisition threshold (SAT)- Commercial Products and Commercial Services, Title 41 U.S.C 1901. Based on market research, DLA Energy has identified Bestpass as the only responsible source capable of providing the required nationwide toll monitoring and payment services. The Government's requirement necessitates a single, comprehensive solution that integrates with all major U.S. tolling systems to support a geographically dispersed vehicle fleet. Bestpass Inc. is the sole provider of a proprietary, all-in-one transponder and consolidated payment platform that meets this critical need. No other sources were identified that could provide a comparable, seamless nationwide service. The anticipated award date is November 1, 2026.
