JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.
Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC), Hawaii, Architect-Engineer (A-E) Contracts Branch (Code CON33), Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. 2. Description of the Action Being Approved.
NAVFAC Hawaii intends to use a bridge contract to provide continuation of A-E Services for Utility Projects under A-E Services Indefinite Delivery Indefinite Quantity (IDIQ) Contract No. N62478-20-D-5036 for Various Utility Projects and Other Projects Primarily Under the Cognizance of NAVFAC, Hawaii, Various Locations.
The contract is currently in the final option year expiring 22 September 2026 inclusive of a six-month extension under 52.217-8 OPTION TO EXTEND SERVICES Clause, a six-month bridge contract extension and a 3-month exercised option.

The bridge contract extension request is for eight months from 23 September 2026 through 22 May 2027. This action will also include one (1) three-month option that could extend the period of performance until 22 August 2027 if exercised. No additional capacity is being requested.
3. Description of Supplies/Services.
This A-E services IDIQ for Utility Projects was awarded to Jacobs/Black & Vetch (B&V), a Joint Venture (JV) on 23 June 2020, with a base year and four one-year options.
