Description of Efforts M a de to Solicit Offerors from as Many Offerors as Practicable No effort was made to pursue other potential sources due to the unacceptable delays and disruption in critical program and projects. However, in accordance with FAR 5.201, a pre-solicitation notice was posted on SAM.gov on 24 August 2026. Three responses were received. Two responses included proposals that were formally evaluated by the Contracting Officer’s Representative and determined not technically capable. The third response was a general company introduction that included a statement of interest in future full and open requirements for Code 5500. 7. Determination of Fair and Reasonable Cost.
In accordance with FAR 15.404-1(b)(5), the Government will use the Independent Government Cost Estimate (IGCE) in combination with FAR 15.404-1(b)(2), comparison of proposed prices to historical prices paid, to determine whether the proposed cost/price is fair and reasonable. In accordance with FAR 15.403-3, certified cost or pricing data will be required in support of the proposed costs. 8. Actions to Remove Barriers to Future Competition.
A new competitive award is currently in progress, and award is expected to be made during the performance period of the bridge contract. This bridge action is a temporary measure to prevent a break in critical IT and research and development support to NRL during the time required to award a competitive follow-on contract. Moving forward, the Government will seek to begin pre-award work for recompete contracts sooner in order accommodate for any protest-related delays.
