The DBS methodology incorporates continuous-improvement principles, including policy deployment, daily management, visual management, structured problem-solving, and leadership development, which are integral to the required ECO training.

However, no other source was identified that can provide the proprietary DBS-based ECO curriculum, authorized instructional materials, and practitioner experience necessary to meet the Government’s minimum need. Award to an alternate source would result in training based on a different methodology and would not satisfy the requirement for DBS-based ECO training.
