Sole Source Justification
1. Agency and Contracting Activity: Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).
2. Nature/Description of Action: The purpose of this procurement is to acquire a Keysight Network Analyzer.
3. Description of Supplies/Services: The tool to be acquired is a commercial high-frequency electronic test instrument known as a Vector Network Analyzer. This specialized laboratory equipment is used by engineers and technicians to measure, test, and analyze the electrical performance of radio frequency and microwave components (such as antennas, cables, and amplifiers).

4. Authority Cited:

FAR 13.106-1(b)(1)(i) Soliciting from a single source; 41 U.S.C. 1901. 5. Reason for Authority Cited: According to DMEA’s network analyzer subject matter expert, DMEA/MEBC’s needs in characterizing electronic components for Technical Data Package (TDP) projects require the listed configuration only available through Keysight’s XN7-class vector network analyzers. Due to the sensitive nature of our projects, we must ensure that the firmware will be unmodified by third-party vendors, so we seek to source this tool directly from the manufacturer.
6. Efforts to Obtain Competition: This approved justification, will be posted on NASA SEWP in accordance with FAR 13.106-1(b)(3) publication requirement. 7. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based upon previously awarded contracts.
8. Market Research: While general network analyzers are commercially available, market research concluded that no other vendor provides a Keysight N5222B-219 Vector Network Analyzer (2-Port 10 MHz to 26.5 GHz PNA Network Analyzer with Configurable Test Set, Reference Mixer Switch, Source and Receiver Attenuators, and Bias Tees).
