The United States Department of Agriculture Range and Livestock Research Facility in Miles City, Montana requires a service to troubleshoot and correct four inoperable gates and eight limit switches to get their Feedmill back to optimal working condition.

(4) Justification for Restricting Competition and the Basis for that Decision. A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need. CL Construction LLC built the Feedmill in 2019 and possesses proprietary wiring diagrams, constructions details, and system configurations that would not be available to other vendors to diagnose and repair the issue.
B. Describe market research conducted and the results or the reason why no market research was conducted.
No market research was conducted for this repair as the original builder is the sole source for the wiring diagrams and system configurations. The location has had local electricians attempt to fix the problem on the GPC, but these efforts have failed.
