Public Announcement: Request for Vendor Interest Flight Operations Management System (FOMS) Mobile and Web Application Development
NAICS: 541511 Custom Computer Programming Services Size Standard: $34.0 Million The Federal Aviation Administration (FAA), Flight Program Operations (FPO), Aircraft Engineering Team is seeking statements of interest and capabilities from qualified and capable vendors to participate in an upcoming competitive acquisition for the Flight Operations Management System (FOMS) Mobile and Web Application Development Support Services. Project Overview: The FAA requires comprehensive agile software engineering, application modernization, maintenance, and system information security support for both the FOMS mobile application and the FOMS web application suite. The FOMS mobile application provides increased flight crew productivity by aiding in the creation of required reports, running offline daily flight logs, handling risk assessments, and synchronizing operational flight data on iOS iPad devices. The FOMS web application suite supports managing Flight Program activity, including flight scheduling, planning, dispatch, flight inspection tracking (FITS), flight inspection scheduling (FIST), fuel billing and reconciliation (FBR), and report processing (FIRPS).
Objective: The FAA aims to identify vendors with the necessary technical expertise, qualified software personnel, and agile development capabilities to effectively execute this development effort. The purpose of this announcement is to gather market research information for the development of a comprehensive competitive acquisition strategy. The FAA is particularly focused on identifying vendors capable of providing the standards stated in the Statement of Work
Procurement Strategy: The FAA contemplates awarding a contract to a single vendor capable of executing the complete software engineering and support requirement across a one-year base period and up to four (4) one-year option periods. The anticipated place of performance will be onsite at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, OK.
