The core objective is to deliver energy resilience, strengthen critical infrastructure, and modernize the energy ecosystem on the Windward (Eastern) side of Oahu. Optimal solutions will provide utility-scale modernization that aligns with federal defense resilience targets to ensure continuous access to reliable and quality power for current operations and future load growth at MCBH as well as surrounding civilian neighborhoods.
The DON is posting a Special Notice to notify potential developers of this partnership framework and anticipated infrastructure project which makes MCBH land available for developer use in exchange for firm energy generation and In-Kind Consideration (IKC) infrastructure upgrades. Project Scope: MCBH Energy Resilience & Energy Generation and Storage • Firm Generation and Variable Generation and Storage: MCBH has expressed a willingness to make available certain sites for a selected developer that will plan, finance, construct, own, operate and maintain a firm generation capability with a required minimum of thirty (30) megawatt (MW) capacity and variable and energy storage generation systems. • Land Utilization: Project will utilize non-excess base land offered by MCBH under a designated real estate partnership framework.
• Site Descriptions: Two sites (6.08 acres and 4.21 acres) have been made available for energy generation and selling electrical power to HECO.
Core Objectives and Requirements for the Project:
• Defense and Community Energy Resilience: Proposed projects must be connected to the HECO distribution system but able to employ a fast-switching and control design which, during a grid disruption, provides the Installation with resilient dispatchable generation and continuous access to reliable and quality power with islanding and black start capabilities. • Value to the DON through IKC: In exchange for the utilization of MCBH land, the RFP outlines several desired IKC projects with a focus on energy security and resilience to enhance energy
