Air Force Life Cycle Management Center (AFLCMC), Electronic Systems Directorate, Force Protection Division (ESSK), Hanscom AFB, MA, hereby provides formal notice of contract action to award a bilateral, sole-source contract modification under the statutory authority in accordance with RFO 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. 1. The Government intends to solicit, negotiate and award a sole source contract modification to Johnson Controls Building Automation Systems (JCBAS). This requirement is to modernize the Lackland, AFB Integrated Base Defense Security System (IBDSS). The requirement includes but is not limited to procurement of hardware/software and design and installation of the upgraded equipment.
2. JCBAS is currently performing on-site operational sustainment and maintenance at Lackland, AFB and is concurrently executing parallel modernizations across the AFLCMC Central Region. 3. Market research conducted by the Government, including data gathered during the enterprise follow-on IDIQ Industry Day, confirms that multiple vendors possess the ability to meet this requirement. However, in accordance with RFO 6.103-1(c)(2), JCBAS is the only responsible source capable of fulfilling this specific modernization without introducing unacceptable operational delays to base defense and duplication of cost to the Government that is not expected to be recovered through competition.
4. This is not a request for proposals. A formal solicitation will not be posted. The Government will not pay for any information or administrative costs incurred in response to this notice. However, all responsible sources who believe they can satisfy the Government's requirement without causing substantial cost duplication or unacceptable operational delay may submit a Capability Statement. Submissions must be sent via email in searchable PDF format to Contracting Officer, Brittany Colton at [email protected] no later than 3:00pm EST 20 November 2026. 5. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received
