THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT

AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – San Diego (HCD-SD), intends to award a firm-fixed-price purchase order for Shoulder Innovations System to support an emergency requirement for MADIGAN ARMY MEDICAL CENTER, WA in accordance with Federal Acquisition Regulation (FAR) 12.102(a) under the Revolutionary FAR Overhaul (RFO).

The Department of Orthopedic Surgery requests to procure the shoulder innovation system in order to treat an emergency procedure. This patient requires this implant system due to the patients anatomy and injury pattern. The patient has a proximal humerus fracture and is indicated for reverse shoulder arthroplasty. The patient has a very small glenoid as well as moderate superior inclination. This system offers a lower profile glenoid baseplate as well as providing a mechanism for surgical planning and correction of the deformity. Because these are proprietary components distributed exclusively by the OEM, there is no reasonable expectation of receiving quotes from two (2) or more small businesses. Accordingly, the proposed acquisition strategy is to execute this procurement on a sole-source basis under the authority of Other Than Full and Open Competition.
