2. Attachment 2, Evaluation Factors: offeror must be an authorised dealer and/or manufacturer. May a UK prime working with an authorised Japanese vehicle dealer quote, or must the prime itself hold manufacturerissued dealer authorisation? ANSWER: The prime is an authorized dealer/manufacturer, or the prime has a teaming agreement / subcontract with an authorized local dealer or manufacturer that will supply and support the vehicles. 3. Attachment 2, Evaluation Factors: if the prime itself must hold dealer authorisation, what documentary form of offeror authorisation is required?
ANSWER: The Government requires that the offeror, or a proposed subcontractor/teaming partner that will supply and support the vehicles, be authorized to do business in Japan and be an authorized dealer and/or manufacturer of the proposed vehicles. It is the offeror’s responsibility to determine and obtain the appropriate licenses, manufacturer authorizations, dealer agreements, or other documentation necessary to meet this requirement and to perform the contract in Japan. a. Price Schedule, Attachment 4, to include acknowledgements of amendments, if any. Quotations shall be priced in Japanese Yen ONLY. Quotations not priced in Japanese Yen will be considered nonresponsive and will not be evaluated. b. Completed Attachment 1: Specification - Mandatory Characteristics for each item being purchased under this solicitation.
