PERFORMANCE WORK STATEMENT (PWS)

Navy Public Affairs/Visual Information, Knowledge Management & Multimedia Services (Surface Warfare Magazine) for Naval Surface Forces Pacific

GENERAL CONTRACT INFORMATION AND ADMINISTRATION:

Title of Effort & Objective:
This is a non-personal services contract to provide Public Affairs (PA)/Visual Information (VI), Knowledge Management (KM), and Multimedia services for Commander Naval Surface Forces Pacific (CNSP) Public Affairs Office. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor, who, in turn, is responsible to the Government.

Background: CNSP is responsible for the readiness of all surface ships in the U.S. Pacific Fleet (PACFLT). Our mission is to man, train, and equip the Surface Force to provide Fleet Commanders with credible naval power to control the sea and project power ashore. CNSP has an ongoing requirement to provide PA support so that the Naval Surface Force is perceived as a fleet that values command, fosters a culture of excellence, and turns readiness into lethality in support of the national defense strategy and in building America’s warfighting Navy.

The Surface Navy leverages the World Wide Web (WWW) to deliver web content, visual media, and social media products that provide unique, relevant, and engaging communication, promoting sharing and discussion among stakeholders on Navy web platforms. To continually measure and enhance the effectiveness of these efforts, the Surface Navy requires proactive maintenance of a sophisticated suite of web analysis tools and sites that streamline processes and filter content when publishing Surface Navy news and monitoring conversations across a vast array of public-domain sites. The Surface Navy also leverages print, broadcast, audiovisual, and in-person venues to disseminate Surface Navy public information. This is accomplished through communication products, including press releases, publications, graphics, and playbooks, written to inform stakeholders of Surface Navy objectives.

Additional products used to educate internal and external stakeholders include videos posted on online platforms or distributed to appropriate venues, as well as talking points to support key leader engagements and community outreach events. All communication efforts support an overarching communication plan, which is reviewed and promulgated annually. CNSP PA continually gathers and analyzes data on Navy missions and relevant events to identify and develop products that best highlight and explain operational efforts to improve readiness and strengthen force capability.
