1. INTRODUCTION AND BACKGROUND

The United States Space Force (USSF) Operational Test and Training Infrastructure (OTTI) Enterprise is issuing a Commercial Solutions Opening (CSO) in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 212.70 Defense Commercial Solutions Opening.
