WORK STATEMENT (PWS)

Stormwater Maintenance
June 2026
Part 1
General Information
1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide annual Best Management Practice (BMP) Maintenance. 1.2 Background: Joint Base Myer-Henderson Hall (JBM-HH), including Fort Myer-Henderson Hall in Arlington, Virginia and Fort McNair in Washington, DC, owns and operates a variety of stormwater management facilities to treat stormwater runoff before it is discharged off Installation property. A stormwater management facility (SMF) is defined in 9VAC25-870-10 as “a control measure that controls stormwater runoff and changes the characteristics of that runoff including, but not limited to, the quantity and quality, the period of release or the velocity of flow.” JBM-HH is required to maintain SMFs to ensure they continue to properly treat stormwater as designed.
1.3 Scope: The Contractor shall provide non-personal service(s). The Contractor shall perform one-time maintenance of the SMFs listed in Tables 1 and 2. The maintenance event shall take place in the early spring/early summer. The Contractor must provide a proposed schedule of maintenance activities describing SMFs of focus for upcoming weeks prior to project start. Additionally, the Contractor must notify the Activity POC 48 hours prior to starting maintenance on each SMF, so that the POC can coordinate with Installation organizations. The contractor shall provide weekly oversight of at least one day per week, and shall inspect all 58 SMFs over the course of the contract to assess the progress. Upon completion of maintenance of each SMF, the contractor shall notify the Government for review and subsequent approval. The work shall not be considered complete until the contractor receives Government approval.
1.4 Objectives: The maintenance shall include routine maintenance described by SMF type, as well as remedy any deficiencies noted in the inspection results. Descriptions of required routine maintenance and specific deficiencies noted during the most recent inspections (noted as "Specific Required Maintenance based on Inspections") are provided in Attachment A.
