Performance Work Statement (PWS)
Cable Television and Internet Services for Fort Stewart, GA and Hunter Army Airfield, GA

PART 1: GENERAL INFORMATION

1.1. IntroductionThis Performance Work Statement (PWS) outlines the requirements for non-personal services to provide comprehensive cable television (CATV) and internet (hard-wired and wireless) services for organizations and Government employees working on Fort Stewart, Georgia (FSGA), and Hunter Army Airfield (HAAF), Georgia. This PWS establishes the overall scope, terms, and conditions. 1.2. BackgroundFort Stewart and Hunter Army Airfield require reliable, high-quality cable television and internet services for morale, welfare, and recreation, as well as for official use in government-controlled offices, and other designated facilities. These services are critical for Soldiers' and employees' connectivity, education, and personal well-being. This PWS is established to support a new vehicle, which is ideal when the government has a recurring need but cannot determine the precise quantities or delivery schedule in advance. This is intended to replace a previous Blanket Purchase Agreement (BPA). The new BPA will establish fundamental terms, a pricing structure, and a contract period. The contract will state a minimum guaranteed order amount and a maximum ceiling value that all task orders combined cannot exceed. This PWS is explicitly designed for a non-exclusive federal procurement and must not be interpreted as a municipal franchise agreement. The Government is procuring a service on federal land via a contract, not granting market access in exchange for fees. Therefore, clauses common to municipal franchises, such as exclusivity and franchise fees, are inapplicable and prohibited under this contract.

1.3. Scope

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide CATV and internet services as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards in this PWS. Each Units’ requirements are different and will require individual instructions to the Contractor submitted in a Call to the Master Blanket Purchase Agreement (BPA). The Contractor will be required to tailor the support to the Government in accordance with the instructions set forth in each BPA Call, to include types of add-ons, billing and invoicing instructions. The technical scope includes the installation, activation, maintenance, repair, and disconnection of cable television and internet services. It also covers the management of all associated equipment, customer service, and billing for all government accounts. The services will be provided for the current footprint of users and facilities, with the capability to expand services to new or renovated facilities as required. Access to installation property is not a "Right-of-Way" but a revocable privilege, granted on a project-by-project basis through the formal Directorate of Public Works (DPW) approval process detailed herein. Key service areas include:
