PWS: SIP Hardware Upgrade & Legacy Transition (Contract 1)
1. INTRODUCTION
1.1 Objective
This requirement provides essential Local Session Initiation Protocol (SIP) Voice Trunk infrastructure modernization, Voice Protection System (VPS) Enterprise SIP (ESIP) software and appliance upgrades, and parallel legacy voice trunk sustainment supporting Ellsworth AFB, SD. Historically, Ellsworth AFB has utilized copper Time Division Multiplexing (TDM) voice trunk services, but must transition to a secure SIP trunking architecture in compliance with the Department of Defense Chief Information Officer (DoD CIO) Memorandum dated 27 July 2017 mandating the elimination of non-IP technologies. This contract encompasses:
• The parallel sustainment of existing legacy voice services for approximately nine (9) months during infrastructure modernization.
• The physical delivery, racking, mounting, grounding, and structured cabling of DoDIN APL-certified SIP boundary hardware.
• The upgrade and integration of the base's existing SecureLogix VPS ESIP security appliance with perpetual license migration from TDM to SIP.
• Operational knowledge transfer and training for base communications personnel.
